欧州におけるCCS展開を推進するCCS銀行

国際石油・天然ガス生産者協会（International Association of Oil & Gas Producers）欧州支部（IOGP Europe）は、CO2回収、ひいてはCCSバリューチェーン・プロジェクトの開発にインセンティブを与えるCCｆDオークション・メカニズムであるCCS銀行（CCS Bank）の設立を提案した。
欧州におけるCCS展開は遅過ぎ、EUの産業競争力及び産業脱炭素化をリスクに晒していると、国際石油・天然ガス生産者協会の報告書は結論付けている。
欧州CCS銀行（European CCS Bank）の4つの目的は次の通りである。
- 費用効率の高いCCSプロジェクトを支援するために透明性のある市場ベースの手段を提供する。
- 財政的な予測可能性を向上させ、投資にインセンティブを与えることで回収プロジェクトのリスクを軽減する。
- CCS部門による価格発見と市場形成を促進する。
- デベロッパーの事務負担を軽減し、財政支援を確保するプロセスを合理化する。
A CCS Bank to propel European deployment

IOGP(International Association of Oil & Gas Producers) Europe has proposed the establishment of a CCS Bank – a CCfD auctioning mechanism to incentivize CO2 capture and, by extension, the development of CCS value chain projects.
CCS deployment is too slow in Europe and puts the EU’s industrial competitiveness and industrial decarbonization at risk, concludes a report by the International Association of OIl & Gas Producers.
4 objectives of a European CCS Bank would be:
- Provide a transparent, market-based instrument to support cost-efficient CCS projects.
- De-risk capture projects by improving financial predictability and incentivizing investment.
- Encourage price discovery and market formation for the carbon capture and storage sector.
- Reduce the administrative burden for developers, streamlining the process of securing financial support.
