米国政府、政策立案者のためのCCUSハンドブックを発表

2024年4月29日月曜日、米国国務省（US Department of State）のエネルギー資源局（Bureau of Energy Resources：ENR）及び米国商務省（US Department of Commerce）の商法策定プログラム（Commercial Law Development Program：CLDP）が新しい政策立案者のためのCCUSハンドブックを共同発表しました。ハンドブックは、CCUSの基礎知識、プロジェクト関与、ベストプラクティス、キャパシティ・ビルディング、法的・規制的枠組を整備するためのロードマップ、資金調達等を含む、全ての人が利用できる出版物です。ハンドブックはCCUSを採用し、実施する意欲のある国々の政策立案者の出発点となることを意図しています。
ハンドブックは、Clean EDGE（Enhancing Development and Growth through Energy（エネルギーを通じた開発と成長の促進））Asiaイニシアティブの支援を得て作成されたものであり、既にインドネシア語、英語、マレー語、タイ語及びベトナム語を含む、いつくかの言語で刊行されています。また、ハンドブックの作成には、米国政府機関、外国政府、多国間組織、産業界、市民社会及び学界の専門家が貢献しました。

CCUS Handbook for Policymakers Launched by US Government

On Monday, April 29, 2024, the US Department of State’s Bureau of Energy Resources (ENR) and the US Department of Commerce’s Commercial Law Development Program (CLDP) jointly launched a new CCUS handbook for policymakers. The handbook is an open-access publication covering the fundamentals of CCUS, project engagement, best practices, capacity building, a roadmap for developing legal and regulatory frameworks, financing, and more. The handbook is intended to serve as a starting point for policymakers in countries with ambition to adopt and implement CCUS.
The handbook was developed in support of the Clean EDGE (Enhancing Development and Growth through Energy) Asia initiative and is already published in several languages including, Bahasa Indonesia, English, Malay, Thai, and Vietnamese. Experts from US government agencies, foreign governments, multi-lateral organizations, industry, civil society, and academia contributed to development of the handbook.
