米国アイオワ州上院、CO2パイプラインのための土地収用権を制限する法案を可決

数年にわたる住民の圧力及び立法遅延の末、米国アイオワ州上院は月曜日（12日）、CO2回収パイプラインのための土地収用権行使を制限する法案を27対22で可決した。
同法案「House File 639」は、今後Kim Reynolds州知事の承認を待つこととなる。
Summit Carbon Solutions社のパイプライン案への反発に促され、上記法案は土地収用権に関する規則を改定し、保険要件を増やし、米国アイオワ州公益事業理事会（Iowa Utilities Board: IUB）の許認可過程に取り入れる一般市民からの意見等を拡大することにより、土地所有者の保護強化を目指している。

After years of public pressure and legislative delays, the Iowa Senate voted 27–22 on Monday to pass a bill that restricts the use of eminent domain for carbon capture pipelines.
The legislation, House File 639, now heads to Governor Kim Reynolds for approval.
Prompted by opposition to the proposed Summit Carbon Solutions pipeline, the bill aims to strengthen landowner protections by revising eminent domain rules, increasing insurance requirements, and expanding public input in Iowa Utilities Board (IUB) permit processes.
