米国ルイジアナ州議員が、同州内におけるCCSプロジェクトの承認・開発プロセスを再構築することを目的とした一連の法案を提出し、財産権及び地元の決定権に強い重点を置いた。
Mike Johnson州議会下院議員（State Representative）（共和党・ルイジアナ州パインビル（Pineville）選出）は、CCSプロジェクトのための土地収用権の行使を制限し、地域社会における開発可否を決定する地元郡の権限を拡大する3つの法案を事前提出した。Johnson議員は上記法案について、土地アクセス、透明性及び地域社会の同意に関する有権者の懸念を受けて提出されたものであると述べた。
Johnson議員によると、提案された措置は、CO2回収プロジェクトが土地所有者の自発的な参加及び地方自治体の明確な承認を得た場合にのみ進められることを保証することを目的としているという。

A Louisiana state lawmaker has introduced a package of bills aimed at reshaping how CCS projects are approved and developed across the state, placing a strong emphasis on property rights and local decision-making.
State Representative Mike Johnson (R-Pineville) has prefiled three pieces of legislation that would restrict the use of eminent domain for CCS projects and expand the authority of local parishes to determine whether such developments can move forward in their communities. Johnson said the bills were introduced in response to constituent concerns about land access, transparency and community consent.
According to Johnson, the proposed measures are intended to ensure that carbon capture projects only proceed with voluntary participation from landowners and clear approval from local governing bodies.
