アラブ首長国連邦アブダビ、CO2回収政策を発表

アラブ首長国連邦最高財務経済評議会（Supreme Council for Financial and Economic Affairs : SCFEA）は、首長国全域におけるCCUS活動を規制する包括的枠組を確立した。
上記政策は、多様な部門におけるCO2排出量削減及び環境保全に取り組むイニシアティブの先駆的ハブとしての同国アブダビの地位を確固たるものにすることを目標としている。また、持続可能な経済を育成し、新規雇用創出を促進し、地元産業の国際競争力を強化することも目指す。
同政策は、CCUS活動に関する強固な法的・規制的枠組を確立し、環境的持続可能性の向上や様々な部門における排出量削減を実現する。また、多様な利害関係者間の提携や共同取り組みも促進し、効果的なCO2排出量削減技術の開発・導入を目指す。
同政策はいくつかの中核的な柱に基づいて構築されており、その中には、地元で利用可能な資源のCO2貯留に向けた活用の最適化、並びに共有型CO2回収施設の創設を通じた経済多様化及び投資効率化の促進が含まれる。さらに、この重要な分野における国内外両方の協力関係強化を強調している。
同国政府は、上記政策の導入について、戦略的投資を促進し、次世代のために生態系を保護し、資源の長期持続可能性を確保するために肝要な活動を規制することにより、天然資源保全に向けた国際社会の取り組みに対するアラブ首長国連邦（UAE）のコミットメントを裏付けるものであると述べた。
Abu Dhabi launches Carbon Capture Policy

The Supreme Council for Financial and Economic Affairs (SCFEA) has established a comprehensive framework for regulating CCUS activities across the emirate.
The policy aims to solidify Abu Dhabi’s standing as a pioneering hub for initiatives that curb carbon emissions and safeguard the environment across diverse sectors. It also seeks to cultivate a sustainable economy, fostering new job creation and bolstering the global competitiveness of local industries.
It will establish a robust legislative and regulatory framework for CCUS activities, thereby enhancing environmental sustainability and reducing emissions across various sectors. It also seeks to stimulate partnerships and collaborative efforts among diverse stakeholders to develop and implement effective carbon emission reduction technologies.
The policy is built upon several core pillars, including optimising the use of locally available resources for carbon dioxide storage, and enhancing economic diversification and investment efficiency through the creation of shared carbon capture facilities. Furthermore, it emphasises strengthening both domestic and international collaboration in this critical area.
The Government said the policy’s introduction underscores the UAE’s commitment to international efforts for natural resource conservation by stimulating strategic investments and regulating activities that are vital for protecting ecosystems and ensuring the long-term sustainability of resources for future generations.
