株式会社国際協力銀行（JBIC）とPetroliam Nasional Berhad社（PETRONAS社）は、2026年2月11日から12日にかけて、日・マレーシアCCSダイアログをマレーシア・クアラルンプール（Kuala Lumpur）にて開催した。このダイアログは、2025年10月にJBICとPETRONAS社の間で更新された覚書に沿って、日本・マレーシア間における越境CCS事業の実現を推進するために開催された。

ダイアログには、JBIC、PETRONAS社、マレーシア経済省（Ministry of Economy of Malaysia：MOE）、日本経済産業省（METI）、在マレーシア日本大使館に加え、日本・マレーシアを中心に30以上の機関・事業者から、総勢150名超が参加した。プログラムには、MOE、METI、PETRONAS社、JBIC、その他参加企業によるプレゼンテーションが含まれ、続いて、越境CCS事業の実現に向けた、政策・規制設計、関連インフラを含むCCSバリューチェーン構築、リスク及び責任枠組み、バンカビリティに関する課題等のトピックに関するパネル・セッションを通じて活発な議論が行われた。

JBIC and PETRONAS Host Malaysia–Japan CCS Dialogue to Advance Cross-Border CCS Collaboration

Japan Bank for International Cooperation (JBIC) and Petroliam Nasional Berhad (PETRONAS) hosted the Malaysia–Japan CCS Dialogue in Kuala Lumpur, Malaysia, from February 11 to 12, 2026. This Dialogue was organized, in line with the Memorandum of Understanding between JBIC and PETRONAS, which was renewed in October 2025, to advance the realization of cross-border CCS projects between Japan and Malaysia.

The Dialogue was attended by representatives from JBIC, PETRONAS, the Ministry of Economy of Malaysia (MOE), the Ministry of Economy, Trade and Industry of Japan (METI) , the Embassy of Japan in Malaysia, as well as more than 30 companies and institutions, primarily from Japan and Malaysia, bringing total participation to over 150 attendees. The program included presentations by MOE, METI, PETRONAS, JBIC and participating companies followed by active discussions in panel sessions on topics such as policy and regulatory frameworks; CCS value chain development, including related infrastructure; risk and liability frameworks; and bankability issues for establishing cross-border CCS projects.
