英国ブリストル港（Port of Bristol）のエイヴォンマス・ドックス（Avonmouth Docks）におけるCO2回収・輸送ハブの整備を進める新たな契約が締結されたことにより、同国イングランド南西部、ミッドランズ（Midlands）及びサウス・ウェールズ（South Wales）全域の産業は、英国CCSエコシステムへのアクセスに向けて大きく一歩近づいた。
Severnside Carbon社と欧州の主要エネルギー物流企業であるExolum社は、新たな契約に署名した。この契約の下、Exolum社は新子会社「Exolum 7CO2社」を設立し、エイヴォンマスの大規模な新規CO2貯留基地の開発における次段階への投資を行い、主導することとなる。スペインの大手エンジニアリング会社であるTécnicas Reunidas社もパートナーとして参画する。
エネルギー移行期における産業の存続を守るための鍵と見られている、英国政府が支援するCO2回収・輸送・貯留インフラを利用できる機会は、これまで、イングランド北部及びスコットランドにある4つの英国クラスターの産業に限られていた。しかし、英国の産業排出量の約半分はこれらの地域外で発生しており、サウス・ウェールズの産業だけで英国のCO2排出量の5％を占めている。
上記基地は、鉄道及び船舶による柔軟なモジュール式輸送を想定した、英国初の大規模CO2ハブとなり、導入の加速に寄与する。Exolum 7CO2社は、2031年からの操業開始を見込んでいる。
操業が開始されれば、同基地は、既存の排出源から回収した、イングランド南西部の年間総排出量に相当する年間最大600万トンのCO2を処理することが可能となることから、脱炭素化の要件が厳しくなる中で産業の競争力を守ることに寄与することとなる。
New deal to advance CO2 storage for industry across England and South Wales

Industry across southwest England, the Midlands and South Wales is a major step closer to accessing a UK carbon capture and storage ecosystem, following a new agreement to advance a carbon capture and shipping hub at Avonmouth Docks, at the Port of Bristol.
Severnside Carbon and Exolum, Europe’s leading energy logistics company, have signed a new agreement under which Exolum will create a new subsidiary, ‘Exolum 7CO2’, to invest and lead the next phase of development of a major new carbon dioxide (CO2) storage terminal at Avonmouth. Técnicas Reunidas, a leading Spanish engineering firm, will also act as a partner.
To date, only industry in four UK clusters in northern England and Scotland has had the opportunity to access UK government-backed carbon capture, transport, and storage infrastructure, which is seen as key to safeguarding industry through the energy transition. Around half of UK industrial emissions fall outside of these areas, with industry in South Wales alone responsible for 5% of the UK’s carbon emissions.
The terminal will be the UK’s first large-scale CO2 hub designed for flexible, modular transport by rail and ship, helping accelerate deployment. Exolum 7CO2 expects operations to start from 2031.
Once operational, the terminal could handle up to six million tonnes of CO2 a year from existing emitters – equivalent to the south-west of England’s total annual emissions – helping safeguard industrial competitiveness as decarbonisation requirements tighten.
