この立法上の節目は、オハイオ州トウモロコシ・小麦生産者協会(Ohio Corn and Wheat)といった地域の農業団体にとって直接的な勝利である。CCSに関する明確で、州が管理するプロトコルを導入することで、同法は、地元のエタノール精製施設が燃料の炭素原単位スコアを大幅に低減できるようにする。これにより、オハイオ州産穀物は高品質で低炭素な燃料市場へと参入し、地域バイオ燃料規制の強化が進む中、新たな需要の道を開拓することとなる。
重要なことは、同法により、動きの鈍い米国連邦政府のプロセスから監督権を奪い取り、オハイオ州が自らの炭素経済の「主導権」を握ることになるという点である。下院法案第170号の下、オハイオ州天然資源局(Ohio Department of Natural Resources:ODNR)の石油・ガス資源管理部(Division of Oil and Gas Resources Management)は、同州全体における全てのCO2圧入及び地中貯留施設の許可及び操業に関する唯一かつ排他的な権限を有する。
この一元的な手法は、開発事業者の進捗を妨げる可能性のある、矛盾したゾーニング規制や差別的な禁止措置を、地方自治体が地域ごとに制定することを明示的に禁止している。

Ohio Governor Mike DeWine has signed House Bill 170 into law, creating the state’s first comprehensive regulatory and legal framework for the permanent geologic storage of carbon dioxide.
The legislative milestone is a direct victory for regional agricultural groups like Ohio Corn and Wheat. By introducing a clear, state-administered protocol for CCS, the law allows local ethanol refining facilities to dramatically lower their fuel carbon intensity scores. This shifts Ohio-grown grain into premium, low-carbon fuel markets and unlocks new demand channels amid tightening regional biofuel regulations.
Crucially, the legislation wrests oversight away from slow-moving federal processes, placing Ohio “in the driver’s seat” of its own carbon economy. Under House Bill 170, the Ohio Department of Natural Resources (ODNR) Division of Oil and Gas Resources Management holds sole and exclusive authority over the permitting and operation of all carbon injection and underground storage facilities across the state.
This centralized approach explicitly prohibits local municipalities from enacting a patchwork of conflicting zoning restrictions or discriminatory bans that could otherwise stall developer progress.
