フランスとノルウェーは、CO2の越境輸送及び恒久的な貯留を認める新しい二国間協定を締結し、欧州全域で統一されたCCS市場の創設に向けた重要な一歩を踏み出した。
Terje Aaslandノルウェー・エネルギー大臣（Energy Minister）とÉric Lombardフランス財政大臣（Finance Minister）が6月23日にノルウェー・オスロで締結したこの協定は、ル・アーブル（Le Havre）、ダンケルク（Dunkirk）及びサン・ナゼール（Saint-Nazaire）を含む、フランスの主要港から排出される産業CO2をノルウェーに輸送することを認めるものである。
輸送されたCO2は、ノルウェー大陸棚（NCS）の北海下にある地層に圧入されることになる。

France and Norway have formalized a new bilateral agreement that allows for the cross-border transport and permanent storage of CO2 — marking a pivotal move toward creating a unified CCS market across Europe.
The accord, signed on June 23 in Oslo by Norway’s Energy Minister Terje Aasland and French Finance Minister Éric Lombard, permits industrial CO2 emissions from major French ports—including Le Havre, Dunkirk, and Saint-Nazaire—to be shipped to Norway.
Once transported, the emissions will be injected into geological formations beneath the North Sea on the Norwegian Continental Shelf (NCS).
