＜Purpose of the Forum＞

As countries around the world continue to advance their efforts towards carbon neutrality, carbon capture and storage (CCS) is attracting increasing attention as a key technology for reducing emissions from the power and industrial sectors, as well as from other hard-to-abate sectors. International organisations, including the International Energy Agency (IEA), have also highlighted the important role that CCS is expected to play in achieving net zero emissions by 2050. Across Europe, North America and the Asia-Pacific region, the commercial deployment of CCS is expanding alongside the development of policy and financial support frameworks, investment in CCS hubs and large-scale projects, and the construction and operation of new facilities. At the same time, initiatives involving cross-border CO₂ transport and storage are becoming increasingly concrete, creating new opportunities for international collaboration in CCS.

In Japan, efforts to commercialise CCS are progressing under the Government’s Green Transformation (GX) policy, aiming to achieve carbon neutrality by 2050 while maintaining and strengthening industrial competitiveness. The Seventh Strategic Energy Plan and the GX 2040 Vision, approved by the Cabinet in 2025, reaffirmed the importance of CCS. Alongside the development of the regulatory framework under the CCS Business Act, consideration is also being given to support measures designed to improve business predictability and encourage private-sector investment. In parallel with these policy and regulatory developments, the Advanced CCS Projects, which are targeting the commencement of operations around 2030, are also progressing, bringing Japan’s CCS sector to an important stage on the path towards full-scale commercialisation.

Across the nine domestic projects selected under the Advanced CCS Projects programme, work is under way towards establishing integrated CCS value chains covering CO₂ capture, transport and storage, with operations targeted to begin around FY2030. Activities include detailed engineering, storage reservoir evaluation, and preparations for regulatory approvals and permitting. JOGMEC has also announced its intention to support six clusters relating to the ship transport of CO₂, and efforts to develop the necessary CO₂ transport infrastructure are becoming increasingly concrete. Japan’s CCS sector is therefore entering a transition from the demonstration phase towards commercial-scale deployment.

In light of these developments, the Global CCS Institute’s Japan Office will once again hold its annual Forum this year. The event has been renamed from the former Japan CCS Forum to the Japan Forum on Carbon Capture and Storage. Through the Forum, we aim to continue communicating Japan’s progress in CCS to the international community while further strengthening its role as an international platform for collaboration among policymakers, industry, academia and international organisations in Japan and overseas.

The Forum will provide updates on Japan’s CCS policies, support measures for commercialisation, and the latest progress of the Advanced CCS Projects. We will also welcome government representatives from leading European CCS countries, who will share the latest developments in their respective policy and regulatory frameworks, support mechanisms and commercial CCS projects. Through these presentations and panel discussions, the Forum will explore the challenges and opportunities to accelerate CCS deployment further and strengthen international collaboration in Japan and globally.
