<Purpose of the forum>
To achieve carbon neutrality on a global scale, Carbon Capture and Storage (CCS) is increasingly recognized as an indispensable technology for reducing emissions, particularly in industrial sectors. International organizations, including the International Energy Agency (IEA), have clearly highlighted the essential role of CCS in their 2050 net-zero scenarios. In Europe and the Asia-Pacific region, policy support has been strengthened, new projects are advancing, and momentum is building toward the creation of cross-border value chains.

In Japan, as part of the Green Transformation (GX) strategy to realize carbon neutrality by 2050, preparations have been steadily made for the commercial deployment of CCS by 2030. In 2024, the CCS Business Act was enacted and nine projects were selected as “Advanced CCS Projects” under the FY2024 program. Furthermore, the Seventh Strategic Energy Plan, released in February this year, positions CCS as a core technology for achieving a decarbonized society. In addition, the GX2040 Vision, approved by the Cabinet in February, advances the consideration of support schemes to encourage investment in CCS projects. The implementation of CCS in Japan is expected not only to secure industrial competitiveness but also to contribute to decarbonization across the wider Asia region. Pilot projects are steadily progressing under public-private collaboration, laying the foundation for future commercialization and international deployment.

Against this backdrop, the Japan Office of the Global CCS Institute will once again host the “Japan CCS Forum 2025.” This year’s Forum will focus on CCS projects in the Asia-Pacific region, with a particular emphasis on cross-border deployment. Through panel discussions with policymakers, industry leaders, academia, and international organizations, we will discuss the challenges and opportunities for the social implementation and international expansion of CCS.
